Mike,
There are several errors in your posting:
1. The TFT units are not "functionally obsolete" because rule revisions have not yet been adopted or prormulgated; this is yet to be seen.
2. Both the TFT EAS911 and 2280 are still Type-Acctepted.
3. "000000" was never the FIPS code for District of Columbia, although the FIPS "011001" was transmitted by FEMA with previous EAN and NPT EAS messages.

The 911 core unit is functionally obsolete with the rules revisions coming
out this summer. There is no one to provide firmware updates. As such,
the unit will no longer be type accepted or approved...which ever applies.
For starters, there are several new event codes being circulated. Most
relating to coast storm and high wind event warnings which are not
tropical or convective in nature.
The 000000 code becoming the ALL-USA code and no longer the DC only FIPS
code.
NPT becoming mandatory forward.
There are more I'm sure....
Plan to replace the 911 in fairly short order.
