Because some folks told the FCC that their state EAS plans are funded by
state government, the FCC assumed that all all state EAS plans were
funded by state governments. The Paperwork Reduction Act report
catagorized preparation and maintenance of state EAS plans, as a state
government burden; not an industry burden.

I submitted comments to OMB pointing out that in most states, the SECC is
not funded by a state agency. It is a voluntary, industry funded
activity. The new PRA analysis as of July 25, 2016 has changed the state
EAS plan burden calculation back to industry.
