[EAS] 'Amendment of the Emergency Alert System'

Interesting compromise....If' I read this correctly, we don't have to
do anything other than describe how it 'might' be done in our State
Plans.

And the 'originator' is ultimately responsible for providing
'alternate language' content (via CAP), so that it can be
disseminated/relayed 'seamlessly' by various entities? That should
prove VERY INTERESTING given that other than 'tests' and the
occaisional 'Amber Alert',  I'd wager that 99.99998% of all EAS alerts
that anyone actually broadcasts originate from the National Weather
Service - which if I understand the situation right now, is not CAP
compliant, nor can they be?

Sounds dead simple - we all simply add a line which states -
"Originating Authorities which wish to provide alerts in alternate
languages will provide that material via CAP, which may then be
decoded as 'text to speech' by broadcasters and other entities which
desire to provide such alternative language alerts"  - heck, NWS can't
even pronounce many of the place names in their coverage areas
properly, I can't wait to see how they deal with Hmong, or Tsimshian,
or Tlingit, or Tagolog, or......well, the imagination boggles at the
prospect of what THAT might sound like :)
