In Washington State, the SECC

> Is composed of all the major stakeholders in Public Warning that use EAS,
WEA, IPAWS, Alert Sense etc.

> It is NOT an industry function

> It is supported by State Government (They supply Web services, meeting
locations, conference bridges etc) 

> We have no source of funding and rely on donations with no strings
attached.

> The State Broadcaster Association is a member but has no official role.

> Copies of the State Plan are distributed via the State EAS Remailer
(hosted by a consulting engineering firm as a donation) in addition to being
posted on the Web Site of the State Emergency Management Division.

> The NAB has no role in the WaState SECC

> Anyone with an interest in EAS is welcome to be a member of the SECC

> The State is divided into Operational Areas, each with it's own LECC.
Each LECC has a seat on the SECC.

Our State EAS effort has evolved over the years - and continues to do so.

Not sure where you are located, however we are willing to share anything
that can assist your areas EAS.
