[EAS] 000000 support in EAS equipment

Hi Sean - as long as your tracking (valuable exercise!), there are three
major changes to track.

000000 geocode:
For the DASDEC/OneNet platform the 000000 geocode has been supported from
v2.6 onwards (user selectable), and made a default in v3.0.

EAN and local FIPS:
Per the R&O, EANs must use 000000 for national alerting, and geotearget
local FIPS otherwise.  For the DASDEC/OneNet platform, that is updated in
v3.0.

NPT immediacy:
Also, per the R&O, the NPT must be transmitted immediately upon receipt,
like the EAN.  That's also an update in v3.0.
