[EAS] Why "Voluntary"

The back story for mandatory carriage of Presidential EAS comes out of continuity of government studies that were pioneered by the British government during WW II. If you are not familiar with the phrase, "continuity of government", it is worth looking up.
I happen to agree with planning to assure the public that government is still in business.
