[EAS] FCC NPRM on improving EAS just issued

That's not how it works. That's not how any of this works...

We in the USA have this little thing called the "Constitution". It separates
the Federal government from the state government. That means, no matter how
practical or how needed, the Feds just can't step into the states and say
"Do this." FEMA has no regulatory power and can't walk into any state unless
invited, re: Hurricane Katrina. State officials have to invite the Feds into
the state to help in a disaster. That's why the emergency declaration
process is so methodical. 

The FCC has regulatory power over the airwaves, including EAS and
broadcasters and can order broadcasters to operate according to certain
rules. Neither the FCC nor FEMA can make a state or local agency use EAS or
adopt an EAS plan not matter committed broadcasters are to using EAS.
