When you add the Internet to anything, it gets amazingly complicated instantly.

The current system would not stand in a disaster if the daisy-chain went away. It's centralized. All it'd take is a way of shutting down the IP feed to the FEMA server and the whole country goes down. It needs to be de-centralized, at the state level and the federal level strategically. Have a server in DC, but stick one at the NSA building, the FBI server farm, etc. Field offices all over the country. You know they're already all linked somehow over the Intertubes. Infrastructure is probably already in place, just drop servers and replicate. Use something like round-robin DNS to distribute load and gain robustness.
