[EAS] FCC NPRM on improving EAS just issued

As well it should.

If you recall the 'Daisy Chain' was the 'lightning-rod' for criticism of the
EBS....and then when EAS came along with EAS just about everyone concluded
that it had to be used with the EAS.    The State of Washington, in the
process of creating its SECC back in 1996 chose a different course and
shortly discovered  that we were, indeed, not mandated to use the Daisy
Chain.....so we did not.

IMHO the Daisy Chain was used with the EAS, largely because it was there and
because many states lacked the will or desire to dig into what aspects of
EBS were good and should be re-used and what were poor and should be
trashed.   I distinctly recall seeing EAS plans that were just 'warned-over'
EBS documents...In some cases the letters EBS were simply replaced with EAS.

Some states never did create a multi-stakeholder SECC and, as a result, we
ended up with a country that looks like a checkerboard or patchwork of
functional and dysfunctional EAS systems.     Some of the blame for this
lies at the FCC due to their lack of creating universal structure for SECC's
and LECC's.   Their lack of guidelines and leadership in this area has not
helpful.    Thankfully - NOW- they are asking many of the right questions.
Hopefully they will be receiving many of the right recommendations that will
result in new rules/leadership that will serve EAS in the future.    The
ball is in our court...Let us pray we don't take advantage of the
opportunity to score and fumble.
