I don't believe that the use of the same EAS code to cancel a pre-existing Alert of any type is not a good idea as it can have many negative side effects, especially among the hearing impaired.  We must always take into consideration that the text message seen in the visual media (TV, Cable and even cell phones) may contain only the basic message that the alert has been declared. This can cause an overload of TDD services having to provide transcription of the actual alert. I would consider the use of ADR as an acceptable alternative as long as it's relay status is discretionary in a given area's plan.
