[EAS] FCC NPRM on improving EAS just issued

Thanks Sean, and also to Ed for his previous response.

My intent was to point out that some folks, appeared to me, to be reacting as if this was a final ruling.
And rather than just complain and leave it at that, they should direct their efforts towards utilizing the comment period to make their concerns a matter of record.
