[EAS] FCC NPRM on improving EAS just issued

As a former participant and then Chair of the FCC EAS NAC that was chartered when EAS began, the emphasis of what we did was very much like what Sean outlined in his email. 

While that NAC pre-dated WEA and the rise of social media alerting, my goal when I was Chair was to have the NAC act as an overall education, information exchange and coordination forum.

A big piece of the alert and warning puzzle has to do with assuring the properly coordinated release of vetted information. Another is after action learning and training. Another is education about alert and warning at all levels. And, we need points of contact with representatives of people at risk who may not be fluent in English and/or who have other challenges with current day delivery of life-safety short fuse alerts and warnings and follow-on information. 

Having a body with top-to-bottom representatives from the broad spectrum of what we call "alert and warning" would be the goal. In that body, the participants would know each other on a first name basis, a result that would be invaluable for all pieces of the puzzle, and more. 

That's why I think that a re-chartered FCC EAS NAC would be of value.
