[EAS] FCC NPRM on improving EAS just issued

I agree on AFSK.  Keep in mind, one of the reasons for the AFSK 
system is that on the day we need an EAN, the internet may be down 
(or not looking up names, or not routing) - for you, or your 
provider, or your region, or everywhere.  In the continuity of 
government realm, deciding to turn off AFSK is deciding to turn off a 
last ditch backup plan that has little to do with day to day delivery 
of amber and weather alerts, we can think of it in only the day to day context.
