[EAS] FCC NPRM on improving EAS just issued

Well, the idea of reconstituting the NAC would be at a national level, not
state.  If the NAC were reconsitituted to include a broad range of
representative EMAs (big states and small), cable, IPTV, broadcast,
satellite, and munufacturers, this could be an excellent development.
Whether as ECIG (the standards development group), or just as companies, the
EAS manufacturers need to be involved in NAC too.

Again, the NPRM has several very good and important ideas, and several that
could use some tweaking.

The NPRM contains two different directions.  One are proposed changes to
Part 11, which are summarized in Appendix A.  The other direction are more
far reaching changes to the EAS, which warrant some real discussion on this
forum.  Like does AFSK EAS sill play a role in a "CAP world" (I believe it
does).  How can AFSK EAS be better harmonized with CAP?  And so forth...
