I think that was but one underlying reason for IPAWS. However, it too is a
single point of failure dispensing the messages during a major event when
the infrastructure is already compromised.

Unfortunately, there is no one size fits all approach given the variety of
AHJ interests involved from local to feds.  All of which have differing
objectives, pocketbooks, and willingness to commit.
