[EAS] NWS event criteria change?

I am sympathetic to the NWS.

Back in my Naval service days, the Aerographer's Mates were referred 
to as "Weather Guessers".  A/k/a "Ruck, call up the weather guessers 
and get the weather over Fallon."

If the NWS looks at their data and issues a watch/warning/advisory 
and nothing happens they are accused of "cry wolf".

If the NWS looks at their data and decides not to issue a 
watch/warning/advisory and something bad happens they are excoriated 
as incompetent.

Most of the time they get it right (or at least close).

Here on the Left Coast they don't have as good data to look at as the 
midwest.  There's a lot more monitoring of bad weather headed towards 
somewhere in the midwest than there is here next to the Pacific Ocean.

Then there are the morons that go to the coast to watch the waves 
after the warning or the morons that go hunting tornadoes that 
complain about getting hurt.  IMHO that's called "Retroactive Birth Control".
