While it would be an ultimate altruistic benefit to see that happen,
public distribution is not the intended goal...at least in my view. There
are no receivers for that purpose.
The Part 97 station would function as either an authorized origination
point at an EOC, and/or relay and/or distribution node to other interested
parties with the proper decoding equipment. Whether that would occur via a
VHF/UHF repeater, 50MHz regional TX, or large area HF, the goal is to
increase the robustness of the matrix to reach those who would feed the
end user/public.
There are many areas of the country lacking adequate LP-1 and 2 resources
to monitor. If the local Part 97 licensees of a given area wish to support
that effort in a manner consistent with good technical and operating
practices, why not let them?
This is why it's important to possess the ability to completely test and
simulate operations under all manners of use and conditions without
concern of legal limitations to such operation of this service.
