Yeah, but how many folks own battery portable scanners?  And technically 
hams can't legally message the public that might be listening to their 
private communications.  So, sure RACES members can help government agencies 
communicate and maybe even relay emergency 3rd party traffic but the general 
public will remain in the dark.

It is much simpler and easier to power an amateur repeater to cover a 50
mile (more or less) radius than a 100KW broadcast plant.
