Many have complained about the lowest rate unit aspect. And many lawyers
have made some money on advising station how to go about interpreting that
rule. Most stations simply modify their overall rate card and offer the
same "lowest rate" to all comers, not just the federal candidates.

Never the less, the rules in place requiring carriage (without
modification I might add) of the federal candidates are compelled speech
in the context of this discussion.
