Don't things like this pretty much go out the window in the case of relaying emergency information?
If the point is to relay information about threats to property or life aren't regulatory restrictions on re-transmission lifted?

It seems like I saw something about this in FCC regs but it's been so long I don't recall where I saw them or the details involved. And that could all have changes in the many years since I saw this.
