[EAS] NYC versus Joplin MO

They may not....  But they do still get them. In fact, because they're on
the coast, they're exposed to more hazards than inland metros.

In so far as, message flooding, that has been discussed many times on this
list with varied suggestions.  It was well known before Joplin the NWS had
a message flooding problem...and it still does.
