[EAS] Compulsory carriage of EAS messages is unconstitutional

Voluntary would be an understatement. Fairness went through the courts since it was instated in 1949. Basically Congress prohibited the FCC from continuing the practice. The preceding court decisions basically support Mr Wilke's position.
