I don't think Peoria, Illinois metropolitan area has the same level
of media or emergency management as New York City.

Or are you limiting your "metropolitan" experpiance to only 3 or 4 of the 
biggest cities?  How far down the list of metropolitan areas do you get, 
before you no longer have reporters working 24x7 at the city EOC?  Or
don't even have a 24x7 city EOC.

Isn't that part of the challenge, serving the entire population of the 
U.S, and not just a few major cities.
