Gents,
I'd like to suggest a slightly different emphasis.
EAS is a "doorbell" service that warns the public. After a major disaster, there's a vital need to inform the public, something for which EAS isn't well-suited.
EPIS in Washington State is all about connecting EMs to the broadcasters left standing, in order to provide long-form information after the disaster occurs (think Cascadia Rising). So I'd say EAS isn't quite the last-ditch means.
