[EAS] EAS monitoring sources

All of us in CA who go back a few years do, Bill. 

Two comments: Stan Harter came to CA from a stellar EM career in Hawaii believed in getting the EM community and the broadcast community to work together  going back to the EBS days. Some of the non-CA audience may remember that I arranged for Stan to speak at one of our EAS meetings in Las Vegas before the EAS was launched.

The lessons Stan taught are ones being practiced today for EAS in Washington State and other states where there are strong relationships between EAS Participants and the professional EM community.
