A good way to look at EAS at the beginning of an event, Alex.

Warnings, as part of the superset of "Emergency Public Information" are intended to convey timely protective actions to a public at immediate risk they can take to help save their lives and property, and/or provide a means for emergency managers to convey actions to the public to help manage the overall response effort to a faster and more successful outcome.

This need exists throughout the response phase of emergencies and possibly into recovery.
