[EAS] EAS monitoring sources

The challenge with WEA is the message most often directs them to broadcast
stations which are still playing the hits for more information. Doesn't
advise or direct course(s) of action. So in essence, still a dead end as
the complete message delivery still doesn't reach the public at large
other than to ring the door bell and announce.

Now....if the plan is to provide text direction instead of "check with
broadcast", then that would certainly be a step in the right direction.
