The challenge with what you have proposed doesn't cover
non-NWS/non-federal issued test and advisory (or "watch") type messages.
That federal limit is prescribed elsewhere in Part 97.
As such, there one least rule change needed to afford:
1) Direct relay either by manual or automatic means of a local/state
advisory, watch, or non-call to action/life safety message originated
through a non-Part 97 or federal station without transcription.
Changing that rule to afford the complete use of the EAS message pool and
broader array of sources will allow the Part 97 community to completely
partner with stage and local agencies, LECC's, and SECC's in adding
another link to the matrix.
FWIW, it is a lot easier to harden a tightly contained and compact Part 97
station than it is to to the same to an entire broadcast plant.....
