Mike -
There are many things that Hams can do - that does not involve using their
radio systems (This is a very common misconception)
Here are some examples -
> Helping Committees (SECC's/LECC's) with -
> Monitoring Assignments
> Maintaining State and Local Relay Networks
> Helping EM's, and others, with their EAS interface systems
> IT chores (a lot of Hams are very IT savvy)
Let me give you a specific example -
I recently gave a talk at the BEARS (Boeing Employees Amateur Radio Society)
about EAS and asked for volunteers - A person stuck up their hand and said
they would like to participate. Now Arlene Hand (a Ham) has taken charge
of our State Plan Tab 2. This is a data-base of LECC's and EM's in each
Op-Area. She is doing this in Excel and it ends up within our EAS Plan
Manual.
Need to think outside the box !!!!

Nothing is going to change until the FCC makes is specifically legal to
carry EAS messaging as relays through Part 97 stations from Part 90
origination. And it would need to be analog AM or FM and through a
non-companded audio system. Eg, SSB or any of the digital emissions.
It's that simple.
