Nothing is going to change until the FCC makes is specifically legal to
carry EAS messaging as relays through Part 97 stations from Part 90
origination. And it would need to be analog AM or FM and through a
non-companded audio system.  Eg, SSB or any of the digital emissions.

It's that simple.
