[EAS] EAS monitoring sources

Do you have FCC concurrence to relay EAS on Part 97. I appreciate that
life preserving comm's can err...trump a lot of regulations. Never the
less, this is an area which is very murky. Unless one is originating a
message on a Part 97 station, it can't be relayed from a non-federal radio
transmission.

Hence why a NWS sent message is permissible whereas a Part 90 relayed
transmission relay is not.

Never the less and my comments above not withstanding, I believe the
amateur radio community can and should play a greater role in the EAS as a
relay station.
