[EAS] What is a State Relay participant?

Some states (Not all) have a State Relay Network occasionally comprised of
broadcast stations.   (Think of it as a specific purpose daisy-chain).
These systems are used to distribute State EAS Messages to the various
operational areas.   This is a carry over from the days of EBS.

Interestingly Washington State tried to do this many years ago and
discovered there were no broadcast stations whose signals were able to
reliably relay anything over the Cascade Mountains.    This was one of the
reasons we developed the system we have now that involves no broadcast
stations at all.

Philosophically  I am very opposed to having any broadcast stations perform
relay functions.   Those functions should be left to background channels
leaving broadcasters to only do what they were designed to do =- Reach the
public.
