[EAS] What is a State Relay participant?

If you are at the end of the chain, you are a Participating National--You stay on air and broadcast (participate) the national test. I guess you can still elect to be a Non-Participating National, but you would have to have equipment to decode the signal and then turn off your carrier or as they want you to do now create your own message.
