There is one ... at https://ecfsapi.fcc.gov/file/081926737685/DA-16-945A1.docx   but depending upon how you get it, and your browser, it could "save" as a Google Document.  One solution is downloading the file, so it gets to you as a .doc file - and then you can load it.
