[EAS] FW: FCC notice - new EAS operating handbook

Note: The new 2016 handbook says "Appropriate State or Local
Emergency Communications Committee personnel and the manufacturer of
your facility's EAS device have additional information that will
assist you in utilizing this Handbook."
Now that the final version of the handbook has been released, Sage is
finalizing the "additional information" for our users. It is meant
to assist user in filling in the blanks with references to the tools
and terms used by the Sage ENDEC. We'll post it to our web site main
and FAQ page when complete, hopefully by Monday morning.
I was able to use the word version of the FCC's release to trial edit
the handbook by fixing the TOC and a small number of format issues
(the check boxes are bullets and just need some intendadtion
changes). I don't plan to release a version of that as the FCC
document is the "official" version. Hopefully the FCC will post a
clean version soon.
