[EAS] FW: FCC notice - new EAS operating handbook

The FCC has issued a notice reminding EAS participants about the deadlines for filing the various EAS test reporting system forms, and also issuing a revised EAS Operating Handbook.  The Handbook is in the appendix of the notice, which is attached. A copy of the Handbook must be located at normal duty positions or EAS equipment locations when an operator is required to be on duty and be immediately available to staff responsible for administering EAS tests.
