[EAS] State use of NPT

Dave--
Nevada is one of the states involved in FEMA's latest regional EAS test
which will use the NPT code. FEMA is doing these tests as preparation for
the next National EAS test. Nevada has found value in having FEMA launch
tests here but my understanding is that only a National agency such as FEMA
has the authority to use the NPT code. I  suggest you contact Al Kenyon or
Manny Centeno at the FEMA IPAWS office, copied on this email so you have
their addresses, for specific answers to questions 2 and 3.
