Even mostly "wealthy" state's OES functions are always "next" on the 
funding list.  Until something happens.  Then they are funded for a 
year or two.

San Francisco experience after the '89 quake.

On this forum we are definitely Preachin' to the Choir.  Until there 
is financial motivation to have a functioning EAS system (not just a 
10 year old plan on the shelf) we are mostly stalled.  At the EAS 
meeting last NAB I told the FEMA guy that they need to fund more than 
hardware.  FEMA needs to fund training and planning.  He thought 
about it and said "We've been funding equipment.  Good suggestion."

I am not holding my breath.
