The EAS Event Code definitions that most SECCs use come from NWS Instruction 10-518, Appendix C (at the very end of this document): http://www.nws.noaa.gov/directives/sym/pd01005018curr.pdf

The introduction to Appendix C states:
Most of the new event codes are self-explanatory. In the absence of specific guidance from the Federal Communications Commission and/or Federal Emergency Management Agency, the NWS provides the guidance that follows in this appendix. Local and State Emergency Communication Committees (LECCs/SECCs) are encouraged to follow these guidelines to provide naturally consistent use of these codes across state borders. Use of specific, unambiguous code is preferred.

Given that the FCC has not defined these Event Codes, this is the only guidance that we have gotten from any federal agency, so would seem the safest definitions to use if concerned about legalities.

Dave,

I frankly don't have a clue.  I suspect a national committee came up with
them, but I don't know for sure.  All I know is that they were part of the
Washington State EAS Plan when Clay Freinwald recruited me to the EAS fold
some years ago.  If you like, I'll ask him.
