[EAS] Cancelling Amber alerts

Phil,
I'm curious where this guidance originated.  Was it written up by 
someone in your state, or is there some national source I'm unaware of?  
The only list I have seen is published by NOAA Weather, though if memory 
serves, they skip some of the non-weather event codes in their list.  A 
quick glance indicates that your list may have been derived from the 
NOAA list... or perhaps you both got your initial list from some other 
source I'm not aware of.
