[EAS] Cancelling Amber alerts

FWIW, New Hampshire will cancel an Amber if it's resolved within 24 hours of activation. CAE code used for both activate and deactivate.

Historically Idaho hasn't issued any type of "cancellation" message regarding Amber alerts.  I'm aware that some states do.  I would like a little feedback on what event code that you use and whether you always issue these, or
