[EAS] Senate IPAWS Bill advances out of Committee

When I spoke with Hill staffers after the Senate business meeting, the voice
vote was understandable.  This same legislation (for the most part) has been
introduced before - it's become a fairly non-controversial and "old
business", at least for these staffers.

The bill is now laid before the Senate, where the bill would debated and
amendments (if any) are submitted/proposed.  So far, I have not heard of
this S.1180 being on the radar of interest groups, but that could change.
Accessibility and multilingual provisions are already in the Senate version,
and those are the two key groups I've been watching.  In that sense, a
simple voice vote was favorable for this bill - it didn't further change
from the House version.

Assuming it passes (and I get the sense this may well pass this session), it
is forwarded to the House.

The legislative sausage making could be a bit messier on the House side.

This morning, the S.1180 IPAWS amendment was voted to be reported up to the
full Senate for consideration.  Still a long, long way to go.
