[EAS] EAS and New CC Rules

This issue is larger than the FCC, FEMA, the NWS and DOJ( AMBER) put together.

This has to be settled by Congress as part of a real national warning strategy. 

Continuing to have EAS overseen piecemeal by four Federal partners is not the answer IMHO, and EAS is only one facet of the increasingly complex number of public warning options.
