[EAS] Suggestions to the FCC on further EAS improvements

Greetings:
The Effective Date of the FCC's Sixth Report and Order on the EAS comes 30 days after appearing in the Federal Register. None of the rules take effect on that date but rather have phase-in timelines of from 60 days to 12 months. The Broadcast Warning Working Group's Gary Timm is the principal author of a table of suggestions for needed changes and improvements to the EAS. We believe there is time for all of us to work with the FCC and other Federal Partners to build on not only what the FCC has announced in the current Report and Order, but to act forthwith on many open EAS issues -- some dating back more than a decade. We submitted this document to the FCC's Public Safety and Homeland Security Bureau last week. We posted our suggestions as an ex-parte filing on the FCC's Electronic Comment Filing System on June 30, 2015.
