[EAS] FCC Grants $10M for Deaf-Blind Equipment

FWIW - I think these grants relate to general assistive technologies, and are not necessarily (directly) EAS or alerting specific.
That is, they probably relate more to Dcc 11-126 and FCC 12-9 ( video description, and closed captioning on IP content respectively ).  Emergency info is 13-45, but that is explicitly separate from EAS as well.
