Ah, found it.  BLOCKCHANNEL on the IPAWS-OPEN submission feed.  It is 
a IPAWS-OPEN specific parameter.  State CAP distribution systems may not 
recognize parameters depending on which variation they implement.

CAP-EAS receivers don't filter on unknown parameters, they just ignore
them.  If the message appears in the feed the CAP-EAS receiver is 
monitoring, it will be processed by the CAP-EAS receiver.
