[EAS] Senate Passes IPAWS Legislation Introduced by Senators Johnson, McCaskill

Basically they funds IPAWS (at previous years level) for three years.  One version takes the funds out of DHS operating budget, and the other takes funding out of unused Katrina recovery funds.  Both contemplate a national advisory council of stakeholders (EAS participants, manufacturers, emergency managers) to "advise" IPAWS on various matters.
