[EAS] Anticipated county name change and FIPS code change

For Sage ENDEC users in areas affected by the change of name and FIPS code for
Shannon County, South Dakota:

You will be able to add the new FIPS code and name for Oglala Lakota 
County in the settings file by using the New Locations tab to define 
the new FIPS code and name, and then changing your filters that used 
Shannon to instead use Oglala Lakota.  Once the NWS announces the 
final change and the new FIPS code, we'll add detailed instructions 
to the FAQ page on our web site.

You will only need to update your settings, no software update is 
required.  Only stations that will receive alerts for the new county 
will need to make the change.
