[EAS] LP-1's Vs. LPFM's

My contention is that the concept of Local Primaries is subject to any
number of issues that could render it useless.    The rather small footprint
of an LPFM is not likely to create a wide area disruption to the scheme.

I don't think Rod was proposing to use an LP for anything......he was asking
what recourse he had, IF an LP was interfering with his reception of an
LP-1.
