[EAS] LP-1's Vs. LPFM's

Rod -
Here in Washington State we too don't rely heavily on LP1's for a number of
reasons....Some of them are -
> This is a legacy carry-over from the EBS 'Daisy Chain' that was a
lightning rod for critical comments with that system.
> There is no regulatory aspect to a station being an LP (anything),
therefore, an LP1 Station (assuming it's a radio station) can change its
mind at any time crippling the system.
> This method does little to enhance the reliability of the system. (think
single point of failure)
> It is viewed by many as an 'excuse' for other stations in the area to not
have to purchase the equipment necessary to get the same information from
the source (If every station monitored the same sources as does an LP we'd
be getting somewhere.
> One of the foundational items in the Washington State system is that
broadcast stations should be transmitting emergency information to their
listeners and viewers and NOT be a relay station...That function should be
confined to 'back-ground-channels'
In this state the primary reason for the LP concept is to be compliant with
the FCC's rules.

Thanks all for the info, both on and off list.
To date we have not used LP-1's in Nebraska for much of anything.
That may have to change in the future and I received the information I
needed.
